The area of ​​such problematic construction projects in the country has exceeded 15 million square meters. Families who invest their last savings, maternity capital in the construction of apartments, take out mortgages are one of the most frequent guests of the Direct Line with the president. The rules for shared construction have been seriously tightened over the past year. The company can no longer simultaneously conduct several construction projects, but only one complex. From July 1, 2019, equity holders no longer give money directly to the contractor. The funds are kept in the bank in escrow accounts until the rent of the apartments.

Nevertheless, in Russia now there are about 200 thousand defrauded real estate investors, more than 3 thousand unfinished or abandoned houses. “In fact, this is a million-strong city on the territory of our country, which has not been completed,” said  Oleg Govorun, Deputy Director General of DOM.RF,  at a meeting with then Prime Minister Medvedev in December 2019. 

According to experts, housing in Russia is now available for less than half of Russian families. According to Nadezhda Kosareva, President of the Institute for Urban Economics, and Tatyana Polidi, executive director of the fund, in a study published in 2018, theoretically, families with an income of 30,000 rubles per person can afford an apartment (their average expenses are about 17,000 rubles for person). However, after payments on the loan, they will practically have no money to live on, the authors of the article draw attention, even with a decrease in mortgage rates, the Vedomosti newspaper noted.

And in this situation, of course, it is more important than ever that there are construction companies in the region that can take on the burden of completing abandoned and “frozen” objects, bringing them to their logical conclusion, handing over the keys to finished apartments to those who invested in these construction projects.

In different subjects of the Federation, there are different reasons for unfinished construction and the problem of defrauded equity holders, but the solution to this problem consists of two parts: firstly, to save already defrauded equity holders - to complete unfinished construction, and, secondly, to prevent new participants in shared housing construction from being fooled. And both of these tasks are successfully solved by the company "Eco Kvartal".

In Vladivostok, there are several such long-suffering objects, the completion of which has been waiting for deceived equity holders for many years. Last year, the business finally got off the ground - the construction company of businessman Yuri Stepanchenko  "Specialized developer" Eco Quarter "  signed contracts for the completion of the residential complex" Life! " and complex "D" in the residential complex "Snegovaya Pad" in Vladivostok. And this is really very good news for shareholders who have almost lost hope - after all, Stepanchenko's companies have always handed over their construction projects on time - fortunately, in a decade and a half, they have built many houses in Vladivostok and Primorye. The rescue of the defrauded equity holders was taken up by a really serious company, which is not in the rules of which to give up a business halfway through.

But the complex "D" with an area of ​​36 thousand square meters. meters, consisting of 4 monolithic and 8 panel houses, can rightfully be considered one of the most scandalous long-term construction in Primorye.

This is one of four housing construction projects under the Housing for Russian Family federal program. The complex was originally planned to be commissioned by the end of 2017. The cost of 1 sq. meters of new apartments under the federal program "Housing for a Russian Family" was supposed to be 35 thousand rubles per square meter. Construction began in 2014.

Since 2014, the construction was carried out by the state-owned enterprise of Primorsky Territory "Primorkraystroy", which, as the former vice-governor of Primorye Eduard Portnov wrote in an explanatory note, had neither working capital, nor mechanisms and experience in the commercial real estate construction market for this. Having concluded 709 contracts of equity participation in housing construction with individuals and received more than 1 billion rubles from equity holders - in the absence of its own, credit and other additional funds for the construction of residential buildings and engineering infrastructure facilities of the complex, "Primorkraistroy" took on an absolutely unbearable burden of implementation of this project.

In the summer of 2018, the Vostochny Luch digging company, in agreement with the Primorye administration, was involved as a contractor for the completion of the problem houses of the D complex in Snegovaya Pad in order to complete the construction of some houses by the fall of 2019. However, the construction site froze again.

Angry and deceived real estate investors , who have been waiting for their homes for several years, sent complaints to the President of Russia, the plenipotentiary of the head of state, the General Prosecutor's Office, the Governor of Primorye, the regional prosecutor's office, the Investigative Committee and the Legislative Assembly of the Primorsky Territory,  went to rallies, and at the same time sued the developer. But there was no light at the end of this gloomy tunnel - the construction sites continued to stand. And only at the end of last year, after the transfer of the construction to Yuri Stepanchenko's company, life began to boil again at construction sites. LLC "Specialized developer" Eco Kvartal "this year will complete all the necessary work for the commissioning of two problem houses in Vladivostok - the first stage of the residential complex" Life! " in the area of ​​st. Lesnoy and houses No. 1 of the Snegovaya Pad 'microdistrict. Complex "D".

In Primorye, a Fund for the Support of Deceived Shareholders was created, which adopted the mechanisms of DOM.RF JSC: provision of a lump sum payment to affected participants in shared construction in accordance with Law No. 394-KZ dated 11/23/2018, completion of construction through additional capitalization of JSC construction "and completion of construction with own funds of JSC" Corporation for the Development of Primorsky Krai "(KRPC).

The mechanism used for the work of the fund has already established itself as effective in the Republic of Tatarstan, where more than a hundred houses have been completed thanks to it. In Primorye, however, it is used for the first time, therefore, to coordinate all the processes, not only the regional authorities were involved, but also the prosecutor's office, law enforcement agencies. Nevertheless, it works.

A striking example of this is the residential complex "Life!" and house No. 1 of the Snegovaya Pad microdistrict. Complex "D". By agreement with the fund, both sites will involve LLC Specialized Developer Eco Quarter - a company working on projects of any complexity in different directions. The construction market in the region, overcoming the crisis, is actively resisting the circumstances and looking for ways to maintain volumes. This task is not an easy one. Prices for building materials, railway tariffs, and special equipment continue to grow. The competition is intensifying. The winner will be the one who has a wider range of competencies: knowledge and material and technical base. Recent circumstances have increased the competitiveness of Eco Quarter so much that the company has made serious adjustments to the plans of competitors and confidently entered the construction market of Primorsky Krai. The fact is also important that the construction holding of Yuri Stepanchenko also includes the Aurora panel house building plant. Naturally, this fact plays in favor of the developer - after all, he does not have to overpay for the panels necessary for assembling the frame. And the "eighty-third" series, which has been repeatedly tested in Vladivostok and Primorye, is one of the best in panel housing construction. And therefore, Stepanchenko's company does not see problems in completing the residential complex "Life!" and houses in Snegovaya Pad - now several dozen builders work at these objects, and all work is being carried out according to the schedule. And the "eighty-third" series, which has been repeatedly tested in Vladivostok and Primorye, is one of the best in panel housing construction. And therefore, Stepanchenko's company does not see problems in completing the residential complex "Life!" and houses in Snegovaya Pad - now several dozen builders work at these objects, and all work is being carried out according to the schedule. And the "eighty-third" series, which has been repeatedly tested in Vladivostok and Primorye, is one of the best in panel housing construction. The general contractor of the house in Snegovaya Pad is LLC "Profitex", "Eco Kvartal" performs subcontracting work here. In particular, the company will install the panel frame. The work is proceeding on schedule. The facility is 60% complete, and the completion of all works is planned by the end of 2020. But since Eco Kvartal is not a contractor here, Profitex will be commissioning the building together with the Primorsky Krai Development Corporation.

Equally important in this matter is complete openness. Now one of the biggest problems people have is the lack of information. Therefore, Eco Kvartal sends reports on the progress of construction work to the KRPC, including photographs. So anyone can apply to the PKK on an issue of interest. And "Eco Quarter" itself is open for dialogue, because the solution to one of the main social problems in Primorye is at stake.
